Overview
Running a solicitation is complex. Purchasing agents are required to not only know the laws and best practices in procurement, but effectively apply them to real-life procurements. But, these are two different skills. Managing evaluation teams requires organization, resourcefulness, and the ability to be pragmatic and patient when the world is calling for something different. Drawing from the project management industry, this presentation aims to enhance the skills of procurement professionals. Specifically, attendees will gain insights into:
- Defining clear objectives and requirements
- Developing comprehensive Scopes of Works
- Enforcing Rules and Regulations with evaluation teams and stakeholders
- Executing structured timelines to enhance the solicitation lifecycle
- Effectively manage relationships and resolve conflicts

Presenter Bio(s)
As a public procurement professional, with an expertise in technology, Mike Whalen has a passion for creative problem solving, innovation, and a knack for applying order to chaos. Since 2018, he has worked for the State of Colorado's Governor's Office of Information Technology (OIT), as a senior procurement agent. During his tenure, he has procured technology goods and services which supports 90,000 Colorado state employees and 5.8 million Coloradans. Overall, he has spent 10 years in the public sector, spreading his time across local municipalities and state agencies; concentrating on the procurement and implementation of interesting and complex solutions.
Mike earned his MBA with a focus on strategic management, from the Metropolitan State University of Denver in 2022. Additionally, he earned bot his CPPB and CPP-NIGP Certifications in 2023. He is also a certified Green Belt (lean six sigma) and SCRUM master. In his personal time writes a monthly article "Going Solo" for the Neighborhood Gazette, a local Denver newspaper. When he isn’t procuring, studying, or writing; Mike enjoys woodworking and skiing. His spare time is spent traveling with his wife and their 5-year-old son.

Attendance for Groups
There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.
